The construction of the "Educational Toy Smart Manufacturing Town" in Qiaoxia Town, Yongjia County, has seen a series of new developments in recent days. The Territorial Spatial Master Plan of Qiaoxia Town, Yongjia County (2021–2035) has been officially approved and published by the Wenzhou Municipal People's Government. Concurrently, supporting infrastructure projects for the characteristic town are progressing steadily, and the digital and intelligent transformation of the educational toy industry has entered an accelerated phase.
Territorial Spatial Master Plan Released, Clarifying Positioning as "Educational Toy Smart Manufacturing Town"
In early April, Yongjia County officially released the post-approval draft of the Territorial Spatial Master Plan of Qiaoxia Town, Yongjia County (2021–2035). Approved by the Wenzhou Municipal People's Government in January 2025, the plan outlines a clear blueprint for the development of Qiaoxia Town over the next decade.
The plan positions Qiaoxia Town as a "San Zhen Innovation and Research Center" and an "Educational Toy Smart Manufacturing Town," with its urban functions defined as a key industrial and trade-oriented town. In the future, the focus will be on building an industrial highland where educational toys and intelligent equipment serve as pillars, supported by the coordinated development of new energy, new materials, and industrial tourism. The goal is to transform Qiaoxia into a modern, strong industrial and trade town that integrates industry and city development and coordinates town-village linkages.
In terms of spatial layout, the plan establishes a pattern of "one core, two belts, and three zones." The "one core" refers to the comprehensive service and urban development center of Qiaoxia Town. The "two belts" include the Oujiang River spatial development belt and the Xixi River ecological development belt. The "three zones" consist of the northern ecological conservation zone, the central urban-rural development zone, and the southern industrial development zone.
Infrastructure Breakthroughs: WenChuan Road Construction Proceeds Smoothly
Solid infrastructure development is a crucial guarantee for realizing the blueprint of coordinated manufacturing and tourism growth. As one of the core infrastructure projects supporting the Qiaoxia Educational Toy Characteristic Town, the construction of WenChuan Road in the Port Head Industrial Park has drawn significant attention.
According to public information, the WenChuan Road construction project has been approved by the Yongjia County Development and Reform Bureau. Located in the core area of Qiaoxia Town, the project covers a total land area of 12,130 square meters, with a road length of approximately 361 meters and a red line width of 18 meters. The project also includes the construction of a new bridge spanning the XiaoJing’Ao Creek, with a total length of 29.417 meters and a width of 18 meters.
In early February, the bidding process for the project yielded substantial results. After fierce competition among more than ten qualified construction companies, the project was successfully awarded to Zhejiang Yuanye Construction Co., Ltd., with a bid of approximately 23.43 million RMB and a construction period of 300 calendar days. Concurrently, bidding for supervision services was also completed to ensure high standards and quality throughout the construction process. Upon completion, the project will include roads, a bridge, and supporting facilities such as water supply and drainage, power supply, street lighting, and landscaping, significantly enhancing the overall traffic capacity and carrying capacity of the industrial park.
Industry Embraces Innovation: AI Empowers Educational Toys, Driving Digital Transformation
While physical infrastructure improves, software capabilities are also being strengthened. To elevate this traditional advantageous industry toward higher-end development, the "AI + Educational Toys · Digital Intelligence Co-Prosperity" Educational Toy Industry Digital Transformation Sharing Conference was held in January at the headquarters of Kaiqi Group Co., Ltd. in Qiaoxia Town.
The conference served as a core platform for industry collaboration, bringing together government departments, technology service providers, universities and research institutions, and representatives from 50 Yongjia educational toy enterprises. At the meeting, industry experts shared and discussed cutting-edge technological topics, including injection molding MES systems, AI toy product solutions, and pathways for artificial intelligence applications, seeking the most advanced solutions to drive industrial breakthroughs. These developments indicate that empowering educational toy design, production, and marketing with artificial intelligence has become an inevitable choice for the transformation and upgrading of the "China Educational Toy Capital."
Meanwhile, the vigorous advancement of construction projects has also brought qualitative leaps in industrial output. As a major industrial project recently established, part of the industrial buildings in the new vertical industrial park in Qiaoxia Town — the "New Vertical Annual Production of 100,000 Sets of Educational Toys" production base — have been lawfully auctioned to the public, further stimulating market vitality. According to public operational updates from local enterprises, backbone companies such as Kaiqi Group Co., Ltd. are continuously enhancing their core competitiveness through smart workshop construction and high-end R&D. In the first quarter of this year, industrial production in Qiaoxia Town operated efficiently, driving strong growth in educational toy exports and total industrial output value.
