Yongjia Qiaoxia "Educational Toy Smart Manufacturing Town" Plan Fully Implemented: Dual Acceleration of Industrial Upgrading and Infrastructure Enhancement
In recent days, the much-anticipated "Educational Toy Smart Manufacturing Town" in Qiaoxia Town, Yongjia County, has seen a series of significant developments. The Territorial Spatial Master Plan of Qiaoxia Town, Yongjia County (2021–2035) was officially released for public post-approval announcement on April 1. Meanwhile, the WenChuan Road construction project, a core supporting infrastructure component of the characteristic town, has entered a substantive implementation phase. The once nationally renowned "China Educational Toy Capital" is now accelerating its magnificent transformation into a higher-level modern industrial and trade strong town and an industrial tourism destination. Concurrently, multiple comprehensive initiatives related to industrial development and industry-city integration are also being vigorously advanced in Qiaoxia Town.
Town Blueprint Officially Unveiled, Clarifying the New Positioning of "Educational Toy Smart Manufacturing Town"
In early April, the Yongjia County People's Government officially released the post-approval draft of the Territorial Spatial Master Plan of Qiaoxia Town, Yongjia County (2021–2035). The master plan was formally approved by the Wenzhou Municipal People's Government in January of this year and serves as the fundamental basis for guiding the spatial development and urban construction of Qiaoxia Town over the next ten to fifteen years. The official release of the plan signifies that the future development blueprint for this characteristic town has been fully finalized.
The plan explicitly positions Qiaoxia Town as a "San Zhen Innovation and Research Center" and an "Educational Toy Smart Manufacturing Town," with its urban functions defined as a key industrial and trade-oriented town. In the future, the focus will be on building an industrial highland where educational toys and intelligent equipment serve as pillars, supported by the coordinated development of new energy, new materials, and industrial tourism. The goal is to transform Qiaoxia into a modern, strong industrial and trade town that integrates industry and city development and coordinates town-village linkages.
In terms of spatial layout, the plan establishes a pattern of "one core, two belts, and three zones." The "one core" refers to the comprehensive service and urban development center of Qiaoxia Town. The "two belts" include the Oujiang River spatial development belt and the Xixi River ecological development belt. The "three zones" consist of the northern ecological conservation zone, the central urban-rural development zone, and the southern industrial development zone. Experts analyzing the plan point out that it elevates the positioning of the educational toy industry to that of a core pillar, charting a clear direction for the town's transformation through the dual drivers of "manufacturing + industrial tourism."
Deepening Implementation of the Plan: Flood Control and Fire Emergency Drills Solidify the Safety Foundation
As the town moves forward with its blueprint, a solid safety foundation is essential. With the flood season approaching, a high-level emergency mobilization drill was recently conducted at the construction site of the Yongjia Pumped Storage Power Station Project — a provincial key project located within Qiaoxia Town. According to local media reports, on April 27, Qiaoxia Town organized a comprehensive 2026 emergency drill at the power station construction site, marking the first time the drill location was set at the frontline of a major project's construction site, enabling full-process, on-site training.
Unlike previous drills that focused primarily on traditional scenarios, this practical exercise utilized drones throughout the entire process for reconnaissance and fire point assessment. During the forest fire prevention and suppression drill, heavy-lift drones were used to "channel water up the mountain" for precision firefighting, effectively compensating for the limitations of manual firefighting in complex, rugged terrain. The drill served as an effective test of the future flood and typhoon emergency support system for the pumped storage power station.
Jin Chengjun, Deputy Head of Qiaoxia Town, who directed the on-site command, noted that as the town's various construction plans for the characteristic town are fully rolled out, the demand for emergency support in the construction areas of major supporting projects and the industrial and trade-oriented key town has significantly increased. This timely drill has reinforced the infrastructure safety foundation for the town's orderly development to a higher level. On the same day, several rural revitalization and cultural enrichment projects in Qiaoxia Town also completed phased acceptance. The Liuao Village Park Cultural Corridor project successfully concluded its construction result announcement on April 27, and the relocation and ancillary construction project for the Oujiang River management project also successfully completed its contracting process.
Targeted Investment Attraction Bears Fruit: New Enterprises Flock to the Town
While the overall development plan is being clarified and the safety foundation is being solidified, external confidence in the future prospects of the Educational Toy Characteristic Town is also growing stronger. In mid-to-late April, the supporting area and intelligent equipment plant located within the core concentration zone of the educational toy industry in Qiaoxia Town — part of Kaiqi Group Co., Ltd. — successfully attracted a new wave of high-quality intelligent manufacturing enterprises as part of key investment attraction efforts.
According to available information, a representative emerging company that recently completed the public announcement for a new production project is Wenzhou Chuangyou Tower Amusement Equipment Co., Ltd., which was established only last year. Seizing the market opportunity amid this wave of industrial expansion, the company has leased an entire floor of a large factory building in the new vertical industrial park within Xiaojing Community, Qiaoxia Town. Its investment and production scale have risen rapidly, achieving an annual production capacity of 100,000 sets of high-level early childhood educational toys. Industry analysts point out that the substantial influx of educational toy manufacturers focusing on high-intelligent brand premiums into Qiaoxia further demonstrates that the town is steadily building and actually forming a high-end intelligent manufacturing industrial supporting hub and a strong agglomeration magnet at the national educational toy center.
Once completed, this project will leverage Qiaoxia's existing strong industrial agglomeration advantage—accounting for over 60% of the national educational toy market share—to further strengthen the Yongjia educational toy industry chain segments, from front-end R&D and brand design to back-end intelligent production. It will comprehensively guide Wenzhou's specialty manufacturing industry to meet future high-end consumer demand.
Looking Ahead to the Development Vision: Leading the "China Educational Toy Capital" into the Future
With the "roadmap" drawn by the territorial spatial master plan and the accelerated progress of five major supporting projects, Yongjia Qiaoxia Town, which holds the golden title of "China Educational Toy Capital," now possesses greater composure and confidence. In the past, non-powered educational toys produced here accounted for over 63% of the national market and over 30% of the global market. In the future, the "Educational Toy Smart Manufacturing Town" will fully introduce new business formats such as educational toy industrial tourism and specialized cultural, sports, and educational study tour destinations, infinitely extending the value chain of the traditional toy manufacturing industry.
From initially capturing the market with products like red tassel spears, modeling clay, and trampoline-slide combos, to now leveraging intelligent manufacturing and AI technologies to empower the industry chain and integrate with industrial tourism, the Yongjia "Qiaoxia Toy Town" is forging ahead with sweeping, integrated innovation and striving to create a broader future for its international brand.
